On May 19, 2024, a tragic helicopter crash in a mountainous and forested area of Iran during poor weather conditions resulted in the demise of the Iranian President Ebrahim RAISI and the Foreign Minister Hossein AMIR-ABDOLLAHIAN. Both officials were instrumental in steering Iran through significant domestic and international challenges, working towards stabilizing the country and promoting its strategic interests on the global stage. While such a sudden loss of top officials might be perceived by some as creating a leadership vacuum and potential uncertainty for Iran’s future trajectory, both domestically and internationally, this view underestimates the stability and resilience of Iran’s political system.

The immediate assumption of presidential duties by First Vice President Mohammad MOKHBER, in accordance with Article 131 of the Iranian Constitution, ensured a seamless transition of power. Accordingly, he declared that an election will be held to choose a new president on 28th June 2024. This swift and orderly change in leadership highlights the robustness of Iran’s governance framework. Additionally, the appointment of Mr. Bagheri as the acting Foreign Minister, further demonstrates Iran’s capability to maintain stability and continuity in its foreign policies.

The late president

Ebrahim RAISI was the President of Iran, having taken office in August 2021. During his tenure, RAISI focused on revitalizing the economy, combating corruption, and strengthening Iran’s regional relations. He aimed to improve the nation’s economic resilience amidst sanctions and sought to bolster ties with neighboring countries and key global players.

During his tenure, President Ebrahim RAISI implemented a series of economic reforms that significantly improved Iran’s economic situation. RAISI’s administration focused on reducing inflation, increasing non-oil exports, and enhancing domestic production. He introduced policies aimed at curbing corruption, streamlining bureaucracy, and fostering a more business-friendly environment, which collectively boosted investor confidence. Additionally, President RAISI prioritized the development of infrastructure and the digital economy, facilitating better connectivity and efficiency within various sectors. These efforts not only helped stabilize the Iranian economy, but also laid a foundation for sustainable growth, even amid challenging international sanctions and economic pressures.

President RAISI implemented significant reforms to improve the country’s tax system, aiming to increase government revenue and reduce economic dependency on oil exports. As such, he introduced measures to simplify tax procedures and improve transparency, making it easier for individuals and businesses to understand and fulfill their tax obligations. By ensuring a more equitable tax system, these reforms have made taxation fairer and helped redistribute wealth, providing additional resources to support social programs for the poor. These reforms are part of RAISI’s broader economic strategy to stabilize Iran’s economy amid international sanctions and fluctuating oil prices, ultimately aiming for a more resilient and self-sufficient economic structure.

After the death of President RAISI there were some insulting language in western media against him. The insulting language refers to conviction of Mujahedin-e Khalq (MEK), a group proved terrorist, which has killed more than 18.000 innocent Iranians, Iraqis, and even Americans. During the 8 years long Iraq-Iran War, this group allied with Saddam Hussein and attacked Iran. The very same group has been listed for many years as a terrorist group by the European Union and the US, is nowadays delisted, based on political considerations.

Ebrahim RAISI represented a popular figure in Iran, as highlighted by his election as the president of the Republic in 2021, when he secured around 18 million votes, which accounted for approximately 63% of the total votes cast. This number of votes not only underscores his popularity among the Iranian electorate, but also illustrates the substantial support he had in his leadership role.

To put this into perspective, 18 million votes is a remarkable figure, larger than population of other countries. This comparison highlights the broad base of support RAISI enjoyed, reflecting his influence and the trust placed in him by a considerable portion of the Iranian population.

His popularity was further evident by three millions of people who attended his funeral, demonstrating the deep respect and admiration he commanded among the populace. This massive turnout underscores the significant impact he had on the nation and the strong connection he maintained with the people of Iran.

Although his demise was a significant loss, Iran’s structure of power is robust, ensuring continuation in the administration of the state affairs. The immediate transition of power to First Vice President Mohammad MOKHBER and the appointment of Mr. Bagheri KANI as acting Foreign Minister exemplify the stability and resilience of Iran’s political system, ensuring continuity and steady governance despite the sudden loss of top officials.

The late Foreign Minister

Mr. Hossein Amir-Abdollahian served as the Foreign Minister of Iran. Known for his extensive diplomatic experience, Amir-Abdollahian played a crucial role in shaping Iran’s foreign policy. His tenure was marked by efforts to enhance Iran’s diplomatic outreach, particularly in improving relations with neighboring countries and managing complex international negotiations.

Foreign Minister Hossein AMIR-ABDOLLAHIAN was a man whose extraordinary diplomatic acumen raised the Iran’s standing in the region and internationally. He assumed the position of Iran’s Foreign Minister in 2021 when the country was affected by the US policy of maximum pressure and various attempts of international isolation. The diplomatic achievements under his leadership from then until today are truly impressive, at the regional, continental, and global levels.

Under the “Neighbourhood-First” policy of President RAISI, he was on the frontline of diplomatic meetings with all the leaders of neighboring countries, greatly improving relations, regional stability and trade, and effectively neutralizing the US sanctions. AMIR-ABDOLLAHIAN and his Saudi counterpart positively surprised the world last year when they agreed to the restoration of ties after years of tensions, with Chinese mediation.

In the same year, Iran became a full member of the Shanghai Cooperation Organization (SCO), followed by BRICS, two powerful international groupings that aim to promote multilateralism and pave the way for the multipolar world order. AMIR-ABDOLLAHIAN and his diplomatic team also played an important role in meetings of the Organization of Islamic Cooperation (OIC), G77 and other international organizations, strengthening Iran’s position on the world stage.

Smooth transition

Article 131 of the Iranian Constitution provides a swift procedure for the temporary transfer of presidential duties in cases where the President is unable to perform their responsibilities. According to this article, if the President is incapacitated or otherwise unable to fulfill their role, the First Vice President assumes the duties of acting President until the President can resume their responsibilities or new elections are held.

The recent transition of power to First Vice President Mohammad MOKHBER following the demise of late President Ebrahim RAISI displays the effectiveness of this constitutional provision. Mr. MOKHBER succeeded RAISI just one day after his passing, demonstrating the agility and preparedness of Iran’s political system to ensure continuity in governance. This swift transition underscores the robustness of Iran’s constitutional mechanisms, allowing for a seamless and stable transfer of power even in times of sudden leadership changes.

The prompt and orderly assumption of presidential duties by MOKHBER highlights the resilience and efficiency of Iran’s governmental framework, ensuring that the leadership remains steady and responsive. This ability to quickly adapt to unforeseen circumstances is a testament to the strength of Iran’s political structure and its commitment to maintaining stability and continuity in governance.

The funeral

In Iran, the concept of power is deeply rooted in the people, who are considered the cornerstone of the nation’s strength and influence. The participation and engagement of the populace in various national events and decisions underscore this principle. This was vividly demonstrated by the millions of people who attended the funeral of Ebrahim RAISI, highlighting the significant role that public support and collective presence play in the country’s socio-political landscape.

Such massive gatherings are not just acts of mourning, but also serve as potent symbols of unity and national solidarity. They reflect the populace’s sentiments and their pivotal role in shaping the political narrative. The overwhelming turnout at RAISI’s funeral is a testament to the profound connection between the Iranian leadership and its citizens, illustrating how the collective will of the people is a crucial element of power in Iran.

The passing of Iranian leaders, Ebrahim RAISI and Hossein AMIR-ABDOLLAHIAN, along with others in a tragic helicopter crash, elicited condolences from numerous governments worldwide, including the United States and the EU and international organizations, such as the UN. The UN’s flag was hoisted half-mast in the UN premises around the world. Additionally, the United Nations Secretary General expressed his sincere condolences to the families of the deceased and to the Government and people of the Islamic Republic of Iran. Nine countries declared national mourning as a result of this loss. This outpouring of sympathy underscores the global recognition of Iran’s significant influence and connections. The official IRNA news agency reported that nearly 68 senior officials from more than 50 countries, along with representatives from several international organizations, attended an official ceremony at the Iran International Conference Center in Tehran to pay their respects.

The participation of high-ranking officials from a wide array of countries and international bodies at this ceremony highlights the respect and acknowledgment Iran commands on the global stage. It reflects a collective hope and intention among these nations to continue engaging and working with the next Iranian government, recognizing Iran’s pivotal role in regional and international affairs.

The presence of so many international dignitaries, including those from countries with complex relations with Iran, such as Saudi Arabia, Egypt and Bahrain signifies a pragmatic approach to diplomacy. It acknowledges Iran’s strategic importance and the necessity of maintaining open channels of communication and cooperation. This international response illustrates a broad recognition of Iran’s power and influence, and a shared interest in fostering stability and collaboration despite geopolitical challenges.

The way forward

Iran’s ability to quickly and effectively manage this transition underscores its political stability, making it a reliable partner on the international stage. For European countries, particularly Romania, this stability presents a valuable opportunity to enhance diplomatic and economic relations with Iran. Strengthening ties with a stable and influential country like Iran can provide numerous benefits, including increased trade, regional security cooperation, and cultural exchanges.

By improving relations with Iran, European countries can position themselves favorably in the region, leveraging Iran’s strategic importance and fostering mutually beneficial partnerships. The resilience and adaptability shown by Iran’s government in the face of this tragedy reaffirm its status as a stable and capable nation, worthy of deeper engagement and collaboration.

Given Iran’s robust political structure and the stability demonstrated during the transition of power, many countries are considering expanding their relations with Iran in the coming months. This presents a strategic opportunity for Romania to strengthen its ties with Iran and capitalize on the potential benefits of enhanced cooperation.

As Iran emerges as an increasingly influential player on the international stage, forging closer relations with Tehran can offer numerous advantages for Romania. Improved diplomatic, economic, and cultural ties with Iran could open up new avenues for trade, investment, and collaboration in various sectors, such as energy, technology, and tourism. Moreover, closer engagement with Iran could enhance Romania’s diplomatic standing in the region and provide opportunities for cooperation on regional and global issues of mutual concern.

In light of these potential benefits and the momentum towards expanded relations with Iran, Romania should not lag behind. Instead, it should actively pursue closer relations with Iran, leveraging its diplomatic channels and bilateral dialogue to foster mutual understanding and cooperation. By doing so, Romania can position itself as a proactive and forward-thinking partner, poised to capitalize on the opportunities presented by Iran’s growing influence and engagement on the global stage.

The upcoming elections

The upcoming presidential election in Iran, set to elect the successor to the late Ebrahim RAISI, coincides with political developments in Romania, where elections are also underway. This convergence presents a unique opportunity for the next Romanian government to enhance relations with Iran.

As Iran prepares to transition to a new leadership following RAISI’s passing, there is a potential for shifts in diplomatic priorities and strategies. Similarly, the outcome of Romania’s elections could bring about pragmatism in its foreign policy approach and diplomatic agenda. Against this backdrop, both countries have an opportunity to reassess and revitalize their bilateral relations.

For the next Romanian government, engaging with Iran offers a chance to deepen economic cooperation, expand trade ties, and explore mutual areas of interest. By leveraging diplomatic channels and fostering dialogue with the incoming Iranian leadership, Romania can position itself as a proactive partner in the region and capitalize on the potential benefits of closer relations with Iran.
